EU Achievements
EU Achievements:
(1) Denuclearize DPRK within 5 years - time frame based on signed agreement-
-Following intensive multilateral negotiations between the EU and the DPRK-BC, the DPRK-BC has signed an agreement to join the NPT within the next 5 years. The EU applauds the written intent of the DPRK to join NPT, but nevertheless will monitor the process of denuclearization.
-The EU has collaborated closely with the US and UN on developing a monitoring and safeguard framework for North Korea and is willing to send weapon inspection experts.
(2) Maintain and strengthen economic interests in NE Asia
-Our joint-investment project with the ROK in the special economic zone in North Korea. We have supported Japan’s efforts to free the hostages, by matching their $1BN humanitarian aid packages. Japan and the EU have worked closely and remain strong partners. The EU also participated in the EU-China summit, on political and economic issues.
(3) Establish a FTZ in DPRK
-The EU has decided to expand the current Kaosang Industrial Park (special economic zone) with the investment of $2BN in energy-efficient technology. The $2BN is just a pilot project, for future investment projects.
-The EU and DPRK have made a commitment to educational exchanges between the two regions.
(4) Do not commit any troops to this issue
-No EU troops entered the region
(5) Stabilize relations between US, China, and Russia
-The EU participated in the China-EU summit. The UN drew our attention to the possibility of a Russia-US political dispute. The EU invited the US and Russia to be observers at the China-EU summit in an effort to facilitate. Until the end of the last round Russia allowed the US to base weapons inspectors out of Vladivostok. China and the US have come to an agreement regarding the withdrawal of Chinese military troops along the North Korean border. We have invited the Russian president to the Munich Security Conference and he accepted the offer. The EU will use the opportunity to help improve the relationship between Russia and the US.
(6) Continue humanitarian aid to the DPRK
-The EU has provided $1BN in food and medical supplies to the people of North Korea via the UN World Food Program.
-Over the course of the next 5 years, the EU has committed $7BN in financial aid to develop North Korea’s electrical grid.
All Russian goals met
All Russian goals met
· Sign agreements with at least three other actors thereby maintain relevance in international affairs
We signed four agreements, including:
an agreement with the DL for $1.5B in humanitarian aid, including food, wheat, and oil to the DPRK;
an agreement with the UN for $500M to support aid for refugees and displaced persons within the DPRK;
an agreement with the U.S. allowing U.S. nuclear inspectors to be based in Vladivostok before any nuclear inspections take place in the DPRK; and
an agreement with the PRC, which condemned any aggressive action by any foreign government in the internal affairs of the DPRK.
· Prevent DPRK refugees from spilling over DPRK/Russian border
We did. We amassed our own MVD troops on the border, and the UN helped with refugee assistance in the DPRK, which reduced displaced persons in the region.
· Push for resolution of DPRK issue in UN where Russia maintains veto
We did. All negotiations in the end went through the UN.
· Maintain status quo on Korean Peninsula
Done. There was no Korean unification in the short-term. There was one North Korean government in the end.
· Provide support for the DPRK-DL faction over the BC faction whenever possible
We provided $4.5B to the DL faction, including humanitarian, economic, and military aid. In the end, we supported the DL’s decision to agree to the power sharing arrangement with the BC.
· Exert influence whenever, wherever, and however possible to lessen US and Chinese power in region
The U.S. committed to removing 10K troops near the DMZ. The U.S. and China never unilaterally solved this Korean crisis, but it was worked through the UN. Russian power has increased in the region, both politically and militarily.
US Objectives
Preserve the USA - ROK Alliance - Completed - Despite some hiccups, we successfully signed a free trade agreement with ROK and worked together on joint military issues.
Only allow reunification of the Korean Peninsula on US terms, specifically US troops must remain in theater and it must be democratic - Succeeded - the power-sharing agreement creates a unity split government between the two factions
Denuclearize DPRK - Succeed - Using the big stick of U.S. naval and air superiority, we succeeded in pushing a irrational North Korean DL government to accept de-nuclearization as part of the power-sharing agreement. We also thank the UN for providing the necessary intelligence to allow a successful military strike, had that been necessary.
No increase in troop levels to theater (reduce troops levels) Given success of this agreement, we will reduce our commitment.
Be part of all agreements: The US used successful negotiation skills to take part in the following agreements: UN sponsored peace agreement, UN inspection agreement, ROK free trade agreement, the release of Japanese hostages, repatriation of refugees agreement, agreement with China to reduce military pressure.
Constraints
- Cannot increase troops levels - succeeded
- Only have 10B to spend on aid - succeeded, spent it all
- Lost 2 Billion for free trade agreement
ROK Accomplishments Final Round
No immediate reunification of the Peninsula - only on ROK terms (Achieved)
China Summary
1) Reduced political instability in the DPRK to prevent spillover into the PRC - no wars were fought and a unity government was agreed upon. This occurred after China's initial joint agreement with DPRK-DL to recognize it as the sovereign government of the DPRK
2) Reversed flow of NK refugees under joint UN-Russian-Chinese agreement and repatriation
3) Successfully ensured that NK situation did not lead to Japanese militarization.
4) Signed the following agreements:
-China officially recognizes the Dear Leader as the legitimate controlling power in North Korea, pledged $2 billion dollars in humanitarian aid to DPRK-DL in return for mobilization of North Korean troops on northern border of DPRK in order to stem the flow of Korean refugees into China, opposed any foreign aggression against DPRK-DL and supports the DPRK-DL's actions in defending its sovereignty.
-DPRK-DL accepted Chinese weapons inspectors to verify the safety and the DPRK-DL control of the entire N.Korean nuclear arsenal. In exchange China gave DPRK-DL $500 million worth of fuel aid.
-As part of the UN resolution, spearheaded third party Pakistani weapons inspectors to enter N. Korea via China in order to assess the nuclear capabilities of both the DPRK-DL and DPRK-BC.
5) Unofficially, China has covertly supplied the DPRK-DL's section of the military with nuclear weapons material. We would also like to thank our comrade-in-arms, Russia, for continued support in stabilizing the Korean peninsula.
DPRK Objectives
- Maintain position in control of nuclear arsenal: The BC faction never had control of nuclear weapons. Through the power sharing agreement established at the end of the simulation, the BC government now has joint control of the military and nuclear arsenal. The nuclear arsenal is being disarmed by Russia and China. We still maintain control of civilian nuclear energy and have agreed to sign the NPT within 5 years.
- normalize relations with US, ROK-push for trilateral talks: The BC faction successfully normalized relations with the US, ROK and entered fruitful trilateral talks.
- Sign an official peace treaty between UN/CFC and DPRK officially ending the Korean War: we did not meet this objective
- Obtain $25bn in aid from international community needed to support domestic population: We received: $27bn in foreign aid
- Strengthen the economic position of the DPRK: Did i mention the $27 bn in foreign aid? Booya.
- Willing to make some compromises on nuclear issues: Done and Done.
- Get recognized by a majority of other players: Our unity government was recognized by all of the players
- Maintain political control over North Korea, either as a separate country or as part of a unified Korea: We maintained as much control over the military and government as we did at the beginning of the game
