EU Achievements

EU Achievements:

(1) Denuclearize DPRK within 5 years - time frame based on signed agreement-

-Following intensive multilateral negotiations between the EU and the DPRK-BC, the DPRK-BC has signed an agreement to join the NPT within the next 5 years. The EU applauds the written intent of the DPRK to join NPT, but nevertheless will monitor the process of denuclearization.

-The EU has collaborated closely with the US and UN on developing a monitoring and safeguard framework for North Korea and is willing to send weapon inspection experts.

(2) Maintain and strengthen economic interests in NE Asia

-Our joint-investment project with the ROK in the special economic zone in North Korea. We have supported Japan’s efforts to free the hostages, by matching their $1BN humanitarian aid packages. Japan and the EU have worked closely and remain strong partners. The EU also participated in the EU-China summit, on political and economic issues.

(3) Establish a FTZ in DPRK

-The EU has decided to expand the current Kaosang Industrial Park (special economic zone) with the investment of $2BN in energy-efficient technology. The $2BN is just a pilot project, for future investment projects.

-The EU and DPRK have made a commitment to educational exchanges between the two regions.

(4) Do not commit any troops to this issue

-No EU troops entered the region

(5) Stabilize relations between US, China, and Russia

-The EU participated in the China-EU summit. The UN drew our attention to the possibility of a Russia-US political dispute. The EU invited the US and Russia to be observers at the China-EU summit in an effort to facilitate. Until the end of the last round Russia allowed the US to base weapons inspectors out of Vladivostok. China and the US have come to an agreement regarding the withdrawal of Chinese military troops along the North Korean border. We have invited the Russian president to the Munich Security Conference and he accepted the offer. The EU will use the opportunity to help improve the relationship between Russia and the US.

(6) Continue humanitarian aid to the DPRK

-The EU has provided $1BN in food and medical supplies to the people of North Korea via the UN World Food Program.

-Over the course of the next 5 years, the EU has committed $7BN in financial aid to develop North Korea’s electrical grid.

All Russian goals met

All Russian goals met

· Sign agreements with at least three other actors thereby maintain relevance in international affairs

We signed four agreements, including:

an agreement with the DL for $1.5B in humanitarian aid, including food, wheat, and oil to the DPRK;

an agreement with the UN for $500M to support aid for refugees and displaced persons within the DPRK;

an agreement with the U.S. allowing U.S. nuclear inspectors to be based in Vladivostok before any nuclear inspections take place in the DPRK; and

an agreement with the PRC, which condemned any aggressive action by any foreign government in the internal affairs of the DPRK.

· Prevent DPRK refugees from spilling over DPRK/Russian border

We did. We amassed our own MVD troops on the border, and the UN helped with refugee assistance in the DPRK, which reduced displaced persons in the region.

· Push for resolution of DPRK issue in UN where Russia maintains veto

We did. All negotiations in the end went through the UN.

· Maintain status quo on Korean Peninsula

Done. There was no Korean unification in the short-term. There was one North Korean government in the end.

· Provide support for the DPRK-DL faction over the BC faction whenever possible

We provided $4.5B to the DL faction, including humanitarian, economic, and military aid. In the end, we supported the DL’s decision to agree to the power sharing arrangement with the BC.

· Exert influence whenever, wherever, and however possible to lessen US and Chinese power in region

The U.S. committed to removing 10K troops near the DMZ. The U.S. and China never unilaterally solved this Korean crisis, but it was worked through the UN. Russian power has increased in the region, both politically and militarily.

US Objectives

Do not let the PRC take over DPRK - We succeeded in this through a successful negotiation with China to reduce military presence across the region.

Preserve the USA - ROK Alliance - Completed - Despite some hiccups, we successfully signed a free trade agreement with ROK and worked together on joint military issues.

Only allow reunification of the Korean Peninsula on US terms, specifically US troops must remain in theater and it must be democratic - Succeeded - the power-sharing agreement creates a unity split government between the two factions

Denuclearize DPRK - Succeed - Using the big stick of U.S. naval and air superiority, we succeeded in pushing a irrational North Korean DL government to accept de-nuclearization as part of the power-sharing agreement. We also thank the UN for providing the necessary intelligence to allow a successful military strike, had that been necessary.

No increase in troop levels to theater (reduce troops levels) Given success of this agreement, we will reduce our commitment.

Be part of all agreements: The US used successful negotiation skills to take part in the following agreements: UN sponsored peace agreement, UN inspection agreement, ROK free trade agreement, the release of Japanese hostages, repatriation of refugees agreement, agreement with China to reduce military pressure.

Constraints
  • Cannot increase troops levels - succeeded
  • Only have 10B to spend on aid - succeeded, spent it all
  • Lost 2 Billion for free trade agreement

DPRK-DL Defending the homeland!

Rodongsinmun dedicated to a single article.
Pyoungyang (Rodongsinmun): The DPRK-DL Central Military Commission, lead by the illustrious Fair Father, has declared that further aggression from the inferior Western-aligned (ROK) enemy forces south of the DMZ will not be tolerated any further.
“The hostile government full of American spies in Seoul will be destroyed for interfering in the internal affairs of the North Korean people – Seoul will burn in a pool of fire under the destructive power of our artillery positioned at the 38th parallel”, lambasted the Fair Father as he announced an immediate resumption of defensive actions against ROK forces at the DMZ.

Following the overnight confusion over shots fired against the DPRK-DL forces originating from South of the DMZ, DPRK-DL People’s Army forces have begun to rally in defense of North Korean sovereignty against the ROK-US enemies.

DPRK-DL People's Artillery Forces are now directly targeting Seoul - with the capacity to destroy 80% of the South Korean capital in a matter of 25 minutes.

DPRK-DL People's Naval Forces are within a kilometer of ROK Naval forces, outnumbering the South Korean vessels off the coast of Inchon by 2 to 1, with a readiness to engage the enemy immediately if necessary.

North of the border at the Kaesong industrial park, orders were given by the DPRK-DL CMC to arrest all South Koreans (Hyundai employees) in the vicinity (165 total) and bring them to Pyongyang to be tried for espionage against the People’s government. This in not an act of war, merely national security actions taken within DPRK borders to ensure tranquility and peace amongst the people. Spies will not be tolerated.

Additionally, illegitimate domestic factions who haven’t pledged unwavering allegiance to the Fair Father will be arrested and tried for subversion – if convicted, they will be executed under the constitution’s domestic provisions. If these factions pledge allegiance, they will be shown leniency and magnaminity, under the Fair Father's Juche spirit of internal Korean harmony and peace.

We fully support our partnership with Russia to secure the release of Japanese hostages.

Russia Federation Post Round IV

Moscow - Russia Federation is pleased to announce that the hostage situation between the DL and Japan has been resolved peacefully. Russian diplomats worked tirelessly to end the current standoff and were successful. The DPRK has released the hostages to the Russian Federation and they are currently flying from Vladivostok to Tokyo.

Additionally the Brilliant Comrade has announced the doubling of family visits by ROK nationals.

The Brilliant Comrade has arranged a 1 billion euro food and medical aide treaty with the EU.

UN Updates

United Nations representatives are frantically trying to raise humanitarian aid for North Korean refugeess in China. The European Union has committed to contributing 1 billion in aid, however negotiations have stalled with Japan, the United States and the Republic of Korea. Six-party talks with both DPRK factions are contingent on aid being delivered to China. To meet UN transparancy requirements, UN officials negotiated with China that UN officials would observe the transfer of funds directly to refugees in Northern China and the DPRK.

In late hour discussions however, China agreed to join six-party talks on the condition that repatriation of North Korean refugees begin under UN auspices and Russian personnel. This official action will be discussed and possibly ratified at the next Security Council meeting (beginning immediately during the next session).

The UN has not confirmed whether or not the IAEA will begin nuclear inspections of shipments from the DPRK to the United States.

We call for the immediate release of the Japanese hostages and the export of uranium.

Russia Federation Post Round III

Moscow - Per the signed agreement with North Korea, Russia Federation diplomats continue to lead the work in Pyongyang to negotiate the release of the Japanese captives. The DL faction within the DPRK has released video of these captives proving that it does in fact have said captives.

Russia Federation also supports the UN initiative to send to the DPRK independent monitors to discern which faction within the country has control over the nuclear weapons. We encourage the DL and other factions within the DPRK to accept these monitors. It is likely that more humanitarian aid from countries like Russia, the EU, China, and others will come if the DL and others agree to these monitors.

Further, Russia has signed an agreement with the UN and pledged $500M to support aid for refugees and displaced persons within the DPRK.

High level talks were held in New York betwen U.N. representatives and Security Council members plus Japan and the Republic of Korea. All sides agreed that the main issues to address on the Korean peninsula included nuclear proliferation, the repatriation of Japanese hostages, and the plight of DPRK refugees along the borders with China and Russia. Secretary-General Ban-ki Moon, however, expressed frustrationsthat the representative countries could not come to an agreement on restarting six-party talks and which faction to invite. The DPRK strongly renounces the decisions of China and Russia to unilaterally recognize the DL faction as the legitimate leaders of the DPRK, an unknown entity. It is important to recognize that the Brilliant Comrade maintains full control of DPRK nuclear forces. The Brilliant Comrade is dedicated to officially ending the Korean War and improving the conditions on the peninsula. As a sign of our good faith, we are redeploying a portion of our troops away from the DMZ. We have been in ongoing negotiations with both the UN and the EU regarding nuclear and economic issues with a goal to IAEA participation and discussions at the earliest opportunity. We are in discussions regarding the exportation of enriched uranium in exchange for the normalizing of negotiations with the US and the ROK.

The US Senate has recognized the peaceful intentions of the Brilliant Comrade and this should be seen as a clear signal to the world.

Fair Father Calls Younger Brother To Rejoin The Family

Crack in the Hermit Kingdom

Early morning of June 14, the North Korean leader Kim Chong Il suffered a severe stroke and his health rapidly deteriorated, leaving him incapacitated. Hours later, his son and assumed successor, Kim Jong Un, declared over state-controlled media that the DPRK is in a state of emergency and he has taken temporary control of the country. This news is immediately rebroadcast worldwide.

Late that evening, the US and its allies intercepted communications between [North] Korean Peoples Army leadership suggesting the military is plotting a coup against Kim Jong Un. This information was leaked to the international press and appeared online in all major news sources by the earliest hours of June 15.

Intelligence reports indicate DPRK security forces are in disarray and split between loyalists to the Dear Leader and those now with his son, the Brilliant Comrade.

Many states are concerned that the consequences of this split could quickly reignite tensions on the Korean Peninsula and pull in regional neighbors. Though the Korean War has been over for sixty years, its wounds still are fresh. The welfare of millions of oppressed and starved North Koreans are likely at stake and of critical concern is the security of the state's nuclear arsenal.
